I wish that at the very least, the primary blog administrator could edit the themes in the Dashboard.

I’d also like to allow new blog creation registration, but at the same time, I’d like to not have those blogs activated until I activate them. Had a huge issue with spam and server overload because of this issue recently. Was not amused.

If any of these features are already available, somebody please point me in the right direction.
