Cox Communications blocking users from file-sharing sites

The fourth-largest ISP, Cox Communications, is allegedly blocking its subscribers access to file-sharing sites.
In a study, about 54% of Cox subscribers were blocked from file-sharing sites. According to the AP, users were not completely blocked from the sites, but there was a delay in the users’ access to the site.
